Update on legislative pay increases from Human Resources

As previously announced, the North Carolina General Assembly passed the state’s two-year budget. The bill recently became law and includes the largest raise for state employees since 2007.

The University received additional guidance from the UNC System on the FY 2023-24 Legislative Salary Increase.

Here is what you need to know:

  • The budget includes a 7% pay increase over two years for all permanent faculty and staff:
    • 4% in FY 2023-24, retroactive to July 1, 2023
    • 3% in FY 2024-25
  • All eligible employees will see the 4% FY24 increase reflected in their Tuesday, Oct. 31, 2023, payroll.
  • The 4% increase will be retroactive to July 1, 2023, and the lump sum amount for July 1 through Oct. 15, 2023, will be reflected as a one-time payment.
  • The increase will be calculated against employees’ June 30, 2023, base salaries.

Who is eligible for this legislative salary increase?
All benefits-eligible employees who were hired on or before June 30, 2023, will receive the legislative salary increase. This does not include temporary SHRA and EHRA employees.

Is the increase based on my current salary?
The salary increase will be calculated against an eligible employee’s June 30, 2023, salary.

Are employees who are out on leave eligible for salary increases?
Employees currently on disability or who are on an unpaid leave of absence are eligible for the mandatory legislative increase upon their return if they satisfy all other criteria
as set forth in the annual raise process instructions.

Is eligibility for the legislative salary increase based on performance rating or at least “meets expectations”? What about employees facing disciplinary action?
Eligibility for this year’s salary increase is not based on performance ratings and does include active employees facing disciplinary action.

As an SHRA employee, I received longevity pay during the period of July 1 – Oct. 31, 2023. Will the legislative increase be retroactively applied to my longevity pay?
Employees who received longevity pay during this period will receive a 4% increase on their June 30, 2023, salary on Oct. 31, 2023. The University will process the 4% increase on their longevity portion in the Wednesday, Nov. 15, 2023, payroll for anyone who received longevity pay during the period of July 1 – Oct. 31, 2023. Are University employees eligible for a Labor Market Adjustment Reserve in addition to the 4% legislative increase?
The Labor Market Adjustment Reserve funding is not available to the UNC System.

Are there any special provisions for nursing faculty this year?
Yes. The budget included additional funding for nursing faculty. We anticipate a separate memorandum will be sent by the UNC System relative to this provision shortly.
