FY 2024-25 Legislative Pay Increases
As provided for in the 2023 Appropriations Act (S.L. 2023-134), and having received further clarifications and guidance from the Offices of State Budget and Management (OSBM) and State Human Resources (OSHR), the UNC System Office has recently provided the University with guidance for the FY 2024-25 Legislative Salary Increase implementation process.
Here is what you need to know:
- The FY 2024 -25 budget includes a 3% pay increase for all permanent faculty and staff.
- All eligible employees will see the 3% FY 25 increase reflected in their July 31, 2024 payroll.
- The 3% increase will be retroactive to July 1, 2024 with the lump sum retro amount for July 1 through July 15, 2024 reflected as a one-time payment.
- The increase will be calculated against employees’ June 30, 2024 base salaries.

Who is eligible for this legislative salary increase?
All benefits-eligible employees who were hired on or before June 30, 2024, will receive the legislative salary increase. This does not include temporary SHRA and EHRA employees.
Is the increase based on my current salary?
The legislative increase will be calculated against an eligible employee’s salary as of June 30, 2024.
I changed positions and/or received a salary increase after July 1, 2024. Will I receive the 3% legislative increase on my new salary?
The legislative increase will be calculated against an eligible employee’s salary as of June 30, 2024. However, employees in these circumstances will have their post July 1 salaries adjusted by the total dollar amount of the legislative increase.
Example:
- June 30, 2024 salary: $40,000
- Legislative Increase: 3%
- July 1, 2024 salary: $50,000
- $40,000 x .03 = $1,200 + $50,000
- New salary with Legislative Increase included: $51,200
Are employees who are out on leave eligible for salary increases?
Employees currently on disability or who are on an unpaid leave of absence are eligible for the mandatory legislative increase upon their return if they satisfy all other criteria as set forth in the annual raise process instructions.
Is eligibility for the legislative salary increase based on performance rating or at least “meets expectations”? What about employees facing disciplinary action?
Eligibility for this year’s salary increase is not based on performance ratings and includes employees facing active disciplinary action.
As an SHRA employee, I received longevity pay during the period of July 1 – July 31, 2024. Will the legislative increase be retroactively applied to my longevity pay?
Employees who received longevity pay during this period will receive a 3% increase on their June 30, 2024, salary on July 31, 2024. The University will process the 3% longevity adjustment with the August 15, 2024 payroll for anyone who received longevity pay during the period of July 1 – July 31, 2024. Are University employees eligible for a Labor Market Adjustment Reserve in addition to the 3% legislative increase?
Labor Market Adjustment Reserve funding is not available to the UNC System at this time.
