During Open Enrollment, benefits-eligible employees will be able to enroll in or update the following benefits:

  • Health
  • Accident
  • Cancer and specified disease
  • Critical Illness
  • Dental
  • Vision
  • Flexible Spending Accounts
  • Group term life
  • Accidental death and dismemberment

What's new for 2023

Two Enrollment Platforms

There are now two enrollment platforms: eBenefits (BenefitFocus) and UNC System Benefits (Empyrean). 

70/30 Plan and 80/20 Plan

The State Health Plan is changing the names of the 80/20 plans:

  • The 70/30 Plan is now called the Base PPO Plan (70/30).
  • The 80/20 Plan is now called the Enhanced PPO Plan (80/20). 

There are no significant changes to health plan design. Review the plan summaries on the State Health Plan website for the most up-to-date plan details.

Consolidating life insurance and AD&D plans under a single UNC System Office policy

  • Any NCFlex Life Insurance and/or AD&D coverage (Core and/or Voluntary) you currently have will be mapped to the UNC System plan.
  • If you are a benefit-eligible employee, you will be automatically enrolled in $10,000 of UNC Core AD&D coverage at no cost to you. You no longer need to enroll to receive Core AD&D coverage, but you do need to add your beneficiaries.

What you need to know about enrolling in 2023 benefits

When open enrollment begins on Monday, Oct. 10, there will be two enrollment platforms:

eBenefits (BenefitFocus)

Everyone will need to log in to this platform to enroll/ make changes to your elections for:

  • Health through the State Health Plan (SHP)
  • Dental
  • Vision
  • Accident
  • Flexible Spending Accounts
  • TRICARE coverage

In addition, you will go here to answer your tobacco attestation if you elect to enroll for health coverage under the State Health Plan and want to receive the wellness premium credit. As a reminder, if you are a tobacco user, you must complete the Tobacco Cessation Counseling by Nov. 30, 2022, to receive the wellness premium credit.

UNC System Benefits (Empyrean)

You will go here to enroll in/make changes to your elections for:

  • Life Insurance
  • Voluntary Accidental Death & Dismemberment (AD&D)
  • Cancer and Specified Disease
  • Critical Illness

Important: If you’re currently enrolled in the Life Insurance, AD&D (Core and/or Voluntary), Cancer and Specified Disease, and/or Critical Illness plans, you will need to log in to the UNC (Empyrean) platform and designate your beneficiary(ies). Your current beneficiary(ies) will NOT be transferred over to the UNC (Empyrean) platform.

If you don't take action before the Oct. 28 deadline:

  • Health Benefits — You and any currently covered dependents will be automatically enrolled in the Base PPO Plan (70/30) under the State Health Plan. To reduce your premium by $60 (via the tobacco attestation) or enroll in the Enhanced PPO Plan (80/20), you must take action during Open Enrollment.
  • NCFlex Benefits — You’ll have the same coverage as 2022 with a few important exceptions:
    • You will not have Flexible Spending Accounts. To participate in either FSA, you must make an active election, even if you currently participate in one.
    • Any NCFlex life and/or AD&D coverage you have will be mapped to the UNC plan. You still need to log into the UNC System platform in order to designate your beneficiaries. 
    • If you are a benefit-eligible employee, you will be automatically enrolled in $10,000 of UNC Core AD&D coverage at no cost to you. However, you need to designate beneficiaries for this benefit.  

 

The State Health Plan will maintain its current employee premium rates for the 2023 plan year and will continue to offer two Preferred Provider Organization (PPO) plans administered through Blue Cross Blue Shield of North Carolina — the Base PPO Plan (70/30) and the Enhanced PPO Plan (80/20).

As in prior years, all eligible employees enrolled in the State Health Plan will be automatically enrolled in the 70/30 Plan. Those who wish to enroll in the 80/20 Plan will need to take action during open enrollment.

Additionally, those who would like to reduce their monthly premium by $60 will need to complete the tobacco attestation during the open enrollment period.

A note for State Health Plan members who are tobacco users:


Starting July 1, 2022, active members of the State Health Plan who are tobacco users must attend a tobacco cessation counseling session to earn a lower premium for 2023.

Here’s how it works:

  • Members should visit any provider’s office that offers the service for free to earn a lower premium for 2023. They have until Nov. 30, 2022, to attend the session.
  • After members visit a provider for their tobacco cessation session, the provider will submit a claim on their behalf. To ensure they receive credit for their visit, members can upload their office visit summary to the “Document Center” located in eBenefits. Members should be sure to request a copy of their summary during their visit.
    •  (Note: If employees combine their tobacco cessation visit with another service, there may be a copay.)
  • During open enrollment, they will need to attest during the online enrollment process. This step is critical to ensure employees receive the lower premium for 2022

As a reminder, this action is only for members who are tobacco users who want to reduce their monthly premium by $60 per month in 2023. If members are NOT tobacco users, they will simply attest to that online during open enrollment. 

Dental Plan Premiums are increasing
Flexible Spending Plans The Health Care FSA maximum annual contribution is increasing to $2,850.
Life Insurance and AD&D Coverage As noted above, any NCFlex Life Insurance and/or AD&D coverage (Core and/or Voluntary) you currently have will be mapped to the UNC System plan. You need to take action by adding your beneficiaries as they will not be mapped over.
Cancer and Specified Disease Plan

Premiums are decreasing.

Evidence of Insurability will not be required to enroll.

New vendor for Critical Illness Plan

If you are currently enrolled in the Critical Illness Plan, your coverage will be automatically moved from Allstate Benefits to Voya. You do not need to do anything. 

The plan will feature a new Wellness Benefit and Infectious Disease Benefit Rider. 

Evidence of Insurability will not be required to enroll. 

Accident Plan

There will be a new High Option. 

Both the Low and High Options will feature a new Wellness Benefit and Voya Travel Assistance.

The UNC System has partnered with Securian Financial to provide a consolidated life insurance plan that offers coverage for employees, spouses or domestic partners, and dependent children. 

Effective Jan. 1, 2023, University employees will no longer participate in the life insurance plan offered by NCFlex. As a result, all NCFlex life insurance coverage will be mapped to the existing UNC life insurance plan with Securian Financial. Please see the UNC System Annual Enrollment website for more information. 

Effective Jan. 1, 2023, the UNC System will also offer AD&D coverage with Securian Financial. This new offering will replace the current AD&D coverage offered by NCFlex. Employees currently enrolled in AD&D through NCFlex will have their coverage automatically mapped to the new UNC AD&D plan for January 2023.

 
  1. Start reviewing your benefits options now, If you plan to enroll dependents, allow yourself enough time to gather any required documentation, such as dependents’ Social Security numbers and dates of birth.
  2. Beginning Monday, Oct. 10, log onto the appropriate benefits platforms using your NinerNET credentials. 
    • eBenefits (BenefitFocus)
      • You will need to log in to this platform to enroll in/make changes to your elections for: State Health Plan, Dental, Vision, Accident, Flexible Spending Accounts, TRICARE Supplement coverage.
      • Once you log in to the site, select “Get Started” on the home page and follow the prompts.
      • If applicable, verify your dependents. If you are enrolling your dependents for the first time, make sure you have their Social Security numbers and approved documentation.
      • Update your State Health Plan enrollment from 70/30 to 80/20 if you do not want to stay in the 70/30 Plan.
      • Complete the Tobacco Attestation.
      • After you make your choices and they are displayed for you to review and print, you must scroll down to the bottom and click “Save Changes” or your choices will not be recorded.
    • UNC System Benefits (Empyrean)
      • You will go here to enroll in/make changes to your elections for: Life Insurance, Voluntary AD&D, Cancer and Specified Disease, Critical Illness.
      • Once you log in to the site, you will see a pending event (i.e., open enrollment). Click “Continue” and follow the prompts.
      • Review your personal information and then click "I'm done reviewing my information" under the "Event Progress" section on the right of your screen. Continue through the rest of the steps to select your coverage.  
      • Add your dependents if applicable in the "My Family" section. Save your changes after each dependent you add. When complete, select "I'm done with dependents."
      • Select the benefit plans you wish to enroll in or change. After you update each benefit, click "I'm done with my selection."  If you have added your dependents in the prior step and wish to enroll them in coverage, you'll have the option to do so here. Follow the prompts to review your plan selection and click "Save my election." When you are done updating each benefit, click "I'm done selecting benefits."
      • Add new beneficiaries under the "Revew Beneficiary Allocation" page where missing. Review and update other beneficiaries and allocations where needed. When complete, select "I'm done with beneficiaries."
      • After you make your enrollment choices and they are displayed for you to review, you must scroll down and click “Submit My Elections.” One last pop-up message will appear and you must click “Accept” or your choices will not be recorded.
  3. Print your annual enrollment confirmation statements to confirm that you have made your elections.

    • During open enrollment, the hours will be extended:
      • Monday to Friday, 8 a.m. to 10 p.m.
      • Saturday, 8 a.m. to 5 p.m.
