Insurance Open Enrollment: Oct. 15-31, 2020

It’s time to choose your benefits for 2021. To prepare, think about your needs and health goals for next year. Then review the materials and make your elections online for both your State Health Plan and NCFlex benefits.

Enrollment period: Oct. 15-31, 2020
Effective date of changes: Jan. 1, 2021

    You can enroll in or update the following benefits:

      • Health
      • Accident
      • Cancer and Specified Disease
      • Critical Illness
      • Dental
      • Vision
      • Flexible Spending Accounts
      • Group Term Life 
      • Accidental Death and Dismemberment

      Changes for 2021:

      • No employee premium rate changes for the State Health Plan 70/30 and 80/20 medical plans.
      • Employees can complete the Tobacco Cessation counseling requirement before annual enrollment to receive the $60 tobacco wellness credit. For more information and instructions, see the links under the State Health Plan heading.
      • 2021 Health Care Flexible Spending Account limit is $2,750. The rollover balance increases from $500 to $550.
      • NCFlex MetLife Dental rates will decrease for the Low, Classic, and High options.
      State Health Plan

      The State Health Plan will maintain its current premium rates for the 2021 plan.

      As in prior years, all permanent employees must enroll in the 80/20 plan if you do not want to remain in the 70/30 plan for the 2021 plan year.

      In addition to no rate change for 2021, the Health Plan is enhancing benefits to help reduce co-pays and other out of pocket expenses for medical and prescription drug services.       NC Flex Plans

      NCFlex will maintain its current benefit offerings for the 2021 plan year. If you do not enroll for the first time or make a plan change, your current benefits will roll over, except for the Flexible Spending Accounts (health care and dependent care), which require re-enrollment.  For the 2021 plan year, the Healthcare Flexible Spending Account (FSA) annual limit is $2,750 with a $550 rollover balance.

      NCFlex will send enrollment communications to employees’ homes throughout open enrollment. Additionally, employees can attend open enrollment education sessions.

      Other 2021 plan highlights include no evidence of insurability required for the Cancer and Critical illness plans; reduced premiums for the MetLife Dental Plan, and extension of FSA eligible expenses to include over-the-counter medications.

      How to Enroll:

      Using preferred browsers (Chrome or Firefox), click login to eBenefitsenter your NinerNet credentials, and follow the online instructions to complete your State Health Plan and NCFlex enrollment.

      • Verify your dependents. If you are enrolling dependents for the first time, make sure you have their Social Security numbers, and approved documentation. For a complete list of approved documents go to State Health Plan – eBenefits and select List of Required Documentation for Dependent Eligibility.
      • Review and update your beneficiaries if applicable for the NCFlex Life, AD&D, Cancer, and Critical Illness plans.
      • Update your State Health Plan enrollment from 70/30 to 80/20 if you do not want to stay in the 70/30 Plan.
      • Complete the Tobacco Attestation. For Tobacco users to receive the $60 wellness credit, you must follow the instruction for the Tobacco Cessation requirement.
      • Re-enroll in the Flexible Spending Account for health care and/or dependent care.
      • Save your enrollment changes and print your annual enrollment confirmation statement to confirm that you have taken an enrollment action.


      • Provide the State Health Plan Required Documentation for any dependents you add to coverage.  
      • Check to ensure any other covered dependents (spouse and/or children) are still listed as verified in the eBenefits system.
      • Verify the social security number for each of your covered dependents.
      • Review/update your beneficiaries.

      If You Take No Action

      Health Benefits
      If you do nothing and you and your covered dependents are enrolled in the 80/20 Plan in 2020, you will automatically be enrolled into the Traditional 70/30 Plan for 2021. 

      If you do not complete the tobacco attestation, you will pay a higher premium.

      NCFlex Benefits
      You generally will receive the same coverage in 2021 as you have in 2020 (provided that coverage is available to you and your dependents), except for Flexible Spending Accounts. To participate in either FSA, you must make an active election, even if you currently participate in one.

      Oct. 15-31, Click login to eBenefitsenter your NinerNet credentials, and follow the online instructions to complete your State Health Plan and NCFlex enrollment, or make changes using the eBenefits Mobile App.

      Income Protection Plans

      In addition to the health and welfare plans that are offered, the University also extends disability plan benefits through Lincoln for employees enrolled in the Teacher and State Employees’ Retirement System (TSERS) and The Standard for employees in the Optional Retirement Plan. Take this opportunity to consider enrollment in these significant benefits. Each benefit will pay up to 66 2/3%.  The benefit also supplements disability benefits available to you through TSERS for employees with at least one year of service.
